Meet Carmen Halpenny – Early Childhood Educator – Heart Math Specialist – Founder of C&S Child Care since 2008.

Hello! My name is Carmen Halpenny and I am a Founding Partner of C&S Child Care Centre.  I have provided quality childcare in South Delta, Richmond, and Vancouver for over 30 years. I began my career in local Preschools & Child Care Centres before opening High Hopes Preschool in 2005. In 2008, Stephanie and I opened what is now C&S Child Care Centre, responding to the community’s need for quality childcare on Ladner’s east side.

I am a certified HeartMath Institute Trainer and hold an Early Childhood Education Certificate, along with a Fashion and Merchandising Certificate from John Casablanca College. I also enjoyed teaching “Healthy Cooking for Kids” through the City of Delta.

Driven by my commitment to children and the community, I have spent some time volunteering. I ran in the most recent (2022) Delta School Board trustee election on a platform of transparency between families and education institutions, earning over 4,700 votes. Early in my career, I campaigned for a decade for Basic For Babies, raising funds and collecting donations for infants in need. I have served on the SDSS PAC and volunteered with Food On The Corner, Sacred Heart School, and Earthwise Garden. For more than 15 years, I have supported homeless residents in the DTES with hands-on compassion.  I trained to administer Naloxone, and I continue to educate myself on the fentanyl crisis and its impact on Delta youth.

For more than 30 years, I have been a trusted advocate in Early Childhood Education, listening to parents, and inspiring students and families to thrive. My passions include my loving family and children, travel, spending time with friends and family, while cooking and enjoying great food. I love Delta South and the West Coast lifestyle, by enjoying fishing in BC waters, growing local food, and living in harmony with the land.


Meet Stephanie Maitland – Early Childhood Educator – Education Assistant – Founder of C&S Child Care since 2008.

Hello! I’m Steph, co-founder of C&S Child Care, which I’ve proudly run with Carmen in Ladner since 2008. I bring over 30 years of diverse experience to our centre, including management at McDonald’s and leadership roles at the Delta Life Skills Society.

My professional journey in early childhood education began when I became a certified ECE in 2006. To further my expertise, I joined the Delta School District as an Educational Assistant in 2009. This experience has been instrumental in helping me create the “home away from home” environment that defines our childcare. In 2023, I also became a certified Holistic Health & Wellness Expert, reflecting my commitment to lifelong learning and self-care.

Outside of C&S, I’m a busy mom of three, supported by my husband as we cheer on our kids in their activities. As a lifelong Ladner resident and a huge Canucks fan, I genuinely enjoy connecting with our C&S families within the community. In my spare time, I prioritize my well-being by hitting the gym and enjoying walks with my dog, Piper. My favourite summer activities include camping and paddle boarding with family and friends.


Meet Meagan – Early Childhood Educator – Centre Manager – Started with C&S in September 2011.

Hello! My name is Meagan Ram, and I joined C&S in September 2011. I am currently the Program Manager, and I divide my time between our Preschool, Out of School Care, and 3–5 Group Daycare Programs. I graduated with honours from MTI Community College in August 2011 with my Basic Early Childhood Education Certificate. In addition, I hold an Emergency Child Care First Aid and CPR Level B with AED certification.

I bring many years of childcare experience to my role. My background includes volunteering as an assistant coach for a girls’ softball team in Ladner and teaching an after-school band program for elementary students. I also enjoy providing home childcare for children across a wide range of age groups.

I am known for my caring personality, sense of humour, and approachable nature. In my spare time, I love spending time with my friends and family. I enjoy training and competing in various dog sports with my four legged family members, with flyball being my main passion. My team currently holds the fastest time in our region, with four dogs completing the 51-foot course in 14.47 seconds. We’ve also competed at the Flyball Championships in Indianapolis — winning the highest division in 2022 and earning both 1st and 2nd place finishes across two divisions in 2023.

I am honoured to be a leader of the C&S Child Care Centre Teaching Team and I am dedicated to supporting the growth, learning, and well-being of every child in our programs.


Meet Fiona – Early Childhood Educator – Started with C&S in March 2025.

Hello! My name is Fiona. I graduated from the Early Childhood Education program at Kwantlen in 1994 and began my career working at colleges in both Richmond, and Langley, where I stayed until 2001. I then took five years off to focus on raising my two children, who are now wonderful and very cherished, young adults.

In 2006, I returned to the workforce, working at two local daycares before joining the amazing team at C&S. I have called Tsawwassen, Ladner, and Point Roberts home for the past 49 years, and I truly love being part of this vibrant community.

When I’m not at work, I enjoy spending time with family and friends, cooking, and being outdoors as much as possible. I also love sketching whenever inspiration strikes. I’m genuinely excited to connect with the families and children at C&S and look forward to building meaningful relationships while supporting the growth and development of each child.


Meet Jennifer – Early Childhood Educator – Started with C&S in August 2025.

Hi, my name is Jennifer and I love to read, to travel, and to dance. I also really enjoy spending time outside walking and jogging but most of all I love to spend time with my two grown children and my friends and of course, teaching young children.

I have worked with children for over 30 years. I’ve been everything from an ECE professional to a tutor, a nanny, an elementary school teacher, a playground coordinator and even a youth worker. I have been fortunate enough to have been participating and now mentoring in the ECEBC Learning Outside Program for the last three years. I think being outside and exploring our natural world is one of the best ways to learn.

Finally, this past March, I was privileged to get invited to go to Reggio Emilia, Italy to participate in a study group on the Reggio Emilia approach to teaching and learning, it was life changing and aside from Canada, I think Italy might be my favourite country to visit.


Meet Nav – Early Childhood Educator – Started with C&S in November 2024.

My name is Nav, and I find joy in creating meaningful connections—both in the classroom and in the kitchen! I’m an Early Childhood Educator who loves helping children learn through curiosity, creativity, and play. Outside of work, cooking is my happy place. I love watching movies ,celebrating festivals, shopping and trying new Indian recipes, experimenting with flavors, and sharing homemade meals with my family. I also love spending time at the beaches —it’s where I relax, recharge, and feel closest to nature. For me, both activities represent love, care, and the beauty of bringing people together.


Meet Misato – Early Childhood Educator – Started with C&S in October 2025.

Hello everyone! My name is Misato, and I’m originally from Japan. I recently finished my Early Childhood Education and am thrilled to be joining the team at C&S Child Care to put my training into practice.

When I’m not at work, I love to travel light with my backpack, discovering new places and connecting with people from diverse cultures.

Music is a huge part of my life—I enjoy playing the drums and sometimes have jam sessions with friends. I also teach Japanese, so if you’d like to try some fun crafts or origami, please come and join me!

Meet Angely – Early Childhood Educator Assistant – started with C&S in April 2025.

Hi everyone! My name is Angely, and I’m a proud Latina from Venezuela. I have been working with children for more than six years, and it has been one of the most meaningful experiences of my life. I hold an ECEA license and a Bachelor’s degree in Social Communications, which has helped me connect, communicate, and guide children as they grow.

I love dancing, traveling, and discovering new cultures, but what I enjoy the most is spending time with children and teaching them the tools they need to thrive in this world. I truly believe in the power of friendship and in building genuine, caring relationships.

My goal is to continue growing professionally and to bring the best of myself to every space where I work.


Meet Anki – Early Childhood Educator Assistant – Started with C&S in April 2025.

Hi Everyone! My name is Anki, and I’m passionate about dancing and designing beautiful ethnic outfits that reflect creativity and culture. In my free time, I love exploring new places, capturing moments through photography, and finding inspiration in everyday life. I completed my Bachelor’s degree from Bombay University and ECEA from British Columbia, and I truly believe that learning is a lifelong journey that never ends. I’m excited to pursue my ECE soon and continue growing both personally and professionally while doing what I love most!
